My father has allowed me to go to Ocean Park."

“My dad allows me to go to Ocean Park.“

“My dad doesn’t allow me to go to Ocean Park.”

“My dad won’t allow me to go to Ocean Park (next Monday)”

My father has been allowing me to go to Ocean Park ~ dead wrong

The action began in the past. The action is still going on.

Smoking is not allowed in this restaurant.

The loophole has allowed hundreds of drink-drivers to avoid prosecution.

"Mary, my father has allowed me to go to Ocean Park."The present perfect tense is a way of referring to an action in the past ; but whereas past tense refers to a time in the past separated off from the present, the present perfect refers generally to a period of time carried up to the present:-
---eg:-Mary, my father has allowed me to go to Ocean Park (9-8=1) one hour ago.
Present perfect tense:-has allowed=(still allowing it.)

The present perfect progressive tense emphasizes that the action, begun in the past, is still going on:-
eg:-I have been asking father about visiting Ocean Park; he has been allowing for that.
