Virus on Outlook

I am using Outlook & Window 7.
It currently happens that I cannot open the attachment nomatter it is inward
or outward.
I cannot download things also.
A message said " it contained a virus & was deleted "
I went to " learn more" & it prompted to a web- site "Start to use Internet Explore
11 to see the web-site"

Questons :

1. Is my Outlook affected by a virus ? If so, how to cure it.
Or there is a setting for me to handle the attachment
which I have wrongly clicked

2. I could not open the attachment because I am not using IE 11 ?

3. I have tried to use other PC, also using Window 7 and it could open the
attachment.

4. I am using 360 anti-virus & it said that there was no virus in my PC.
