Film Classification
Introduction
The film Censorship Ordinance(FCO) was first enacted in 1988 and since then a 3-tier classification system has been adopted for film censorship in Hong Kong. Films are classified into three categories.
Arising from a public opinion survey completed in 1994 and in response to the community wish to getting more advance information about a particular film, legislative amendments to the FCO to refine the 3-tier classification system were proposed in early 1995. Following the due legislative process, the FCO (Amendment) Ordinance 1995 was passed in July.
This pamphlet explains the new film classification system and the information on the censorship standards in regard of each category.
New Film Classification
The important feature of the new classification is that whereas the basic 3-tier film classification system is maintained, the second category, i.e. Category 2, has been refined to provide more information to the public, in particular to parents, to choose films for their children or for themselves.
N.B. category 1 and 2 are advisory in nature but the age restriction for Category 3 films is strictly and legally binding.

You would agree that there could be more than one correct word for each blanks, wouldn't you. Godfrey.
"in regard of each category " and " in respect of each category" are both correct.

But I am not so sure about " in every of each category".
If law enforcement is considered, I would use "enforceable" because the restriction cannot be strictly enforced.
I use "binding" because its meaning of "executed with proper legal authority" makes sense here.
