Roaming/Data? And How To Access APN?

What is roaming and data? I have turned off roaming because I've been told there are more charges, but I can't get my data to work, I've recently changed to a Tesco Mobile Sim Only contract and cannot get my data on, it says I have no APN, how do I find the APN I need?

bad connection in the battery? bad connection in your phone of the wires that hook up the phone and the battery? idk; there are a lot of possibilities, and the main reason would be wire broke assumingly
