THE ANWER FOR A IS : The rate starts small, grows rapidly, level offs, then decreases and becomes negative.

For B is that (1932,2.5) and (1937,4.3);the rate of change of population density starts to decrease in 1932 and start to increase in 1937

By definition, rate of change of population density = change in population density P(t)/change in time t.
Year Change in t Change in P(t) Rate of change,R Description
27 - 30 3 + 0.5 + 0.17 starts small
30 - 32 2 + 1.9 + 0.95 grows rapidly
32 - 34 2 + 2.1 + 1.05 "
34 - 36 2 + 0.2 + 0.1 level offs
36 - 38 2 - 1.4 - 0.7 decreases & - ve
38 - 40 2 - 0.5 - 0.25 - ve.
The points of inflection can be determined by the rate of change of R, but with so few data, it is hard to find them, so cannot explain the answer of part B to you, sorry.
