This is a food allergy. Your dog is VERY uncomfortable. By chewing his paws, he is relieving this itchiness/irritation.

Most dog food out there is garbage - Purina, Pedigree, Science Diet, and IAMS are a few examples of very poor quality food. Put your dog on a higher quality grain-free food and your problem will be solved. I suggest also going chicken-free, which is another common allergy or at least going for a food that doesn't have chicken as the first ingredient. For example, a food that has: Salmon Meal followed by Chicken Meal is better than just Chicken Meal as the first ingredient.

If you go to a store like Petco or Petsmart, you will have lots of option. To name a few: Wellness Core Ocean, Orijen Six Fish, Orijen Regional Red, Acana Ranchland, Acana Pacifica, Nature's Variety Instinct Salmon Meal, Nature's Variety Instinct Lamb & Venison Meal, Merrick Grain-Free Texas Beef or Pork, Halo Spot's Stew: Surf N' Turf, I and Love and You Red Meat Medley, I and Love and You Simply Sea, Blue Buffalo Wilderness Salmon.

Always switch foods slowly over 10-14 days. Some diarrhea or gas is normal at the start. Give it a good 30 days to see if it works. If it doesn't, I suggest you bring your dog in to see a vet.

Allergies are most likely the cause. Try feeding your dog on a diet with little to no grain in the food. If that doesn't help, ask a vet and have the vet determine any other allergies.

It sounds like your dog has food allergies. Try him on a corn free diet. That should help a lot.
