美國學生簽證和 SEVIS 費用

2年前我申請過美國旅遊簽證到三藩市遊行，
今年決定去美國升讀大學，而學校亦已經發出I-20給我

我想請問，現在我還需要繳付F-1(學生簽證)的費用($1,280)嗎?
因為我在(不知是不是美國國務院的網站) http://travel.state.gov/visa/fees/fees_5455.html?cid=8994看到應該是可以豁免(簽證互惠費)，但我曾致電美國駐港總領事館，官方說要重新繳費作學生簽證之用

我想了解清楚，好像國務院和領事館之間的答案有矛盾！！

另外，我想請問SEVIS I-901的費用，是否必定要在我約見領事之前在網上繳交？
因為第一次出國讀書，好多細節上的事都不太清楚，萬分感激！

1. Yes - It is a new visa. It has nothing to do with any visa you have before.

2. Actually the issue is due to your misunderstanding.

a. U.S. Consulate (and all other diplomatic posts) are under U.S. State Department.

b. When the Country Reciprocity Schedule says "None", it means no reciprocity (no discount or penalty). In diplomacy, reciprocity usually is a retaliation, not discount. For example, a Chinese (Mainland) visa is $130 to U.S. citizens, but $30 (the cheapest) for others.
