Is it possible that there can be a shortage even though there is no scarcity? Explain.

The answer is positive.

Since shortage and scarcity are total different, the former is price determined and the latter is simply not enough of goods and resources to satisfy people's needs and wants.

In this case, if there is no scarcity (goods and resources can be satisfied people's needs and wants), shortage can still existed. It is because shortage is artifical, suppliesr can create shortage by not willing to sell (e.g. Itlian farmers throw away numbers of tomato because they do not want to sell in lower price).

In addition, scarcity is natural (e.g. diamonds).
