For UC Berkeley Transfer Admissions?

So right now I am a freshman at a community college currently taking Calc A, Jazz history, Chinese, and Comparative Politics(total 16 units) to satisfy the IGETC requirements and a few of the UCLA HSSEAS requirements.

My semester units for the IGETC coursework and UCLA's HSSEAS additional requirements will add up to 95 units. I also want to apply to UCB's College of Engineering which does not accept IGETC and has a unit limit of 89*. What's up with this puzzle.

*note: the UCB website says: "Applicants must complete a minimum of 60 UC-transferable semester units by the end of spring term prior to fall admission. Applicants with excessive transferable semester units (89 or more from a four-year institution or those who complete coursework at a community college and then transfer to a four-year institution) are ineligible for admission."
The latter part of the parenthesized phrase talks about the CC credits. Can someone please help clarify that?

I forgot to add that I am in a California Community College to help clarify things further.

The maxmium credit requirement for ineligibility of admissions application DO NOT apply to you. This applies to students who attend a different institution (a 4 yr university, or a combination of community college and a different 4 year university that is NOT UCB) who try to transfer to UCBerkeley at the last minute, and thus getting that diploma with UCB stamp while actually spending a minimal time at the university. You would be categorized as a student who spent 2 years at a CC then transferred staight into UCBerkeley, and therefore, it's expected that you will complete at least 2 year's worth of degree requirements AT UC Berkeley.

I think the maximum credit requirement is set so that people don't take advantage of the UCB's reputation without actually putting in the sufficient work to prove that they deserve the degree. Does that make sense?

It seems to mean that if you earn any credits at a community college and then transfer to a four-year college or university, you cannot make another transfer to UCB.
