Depends on the currencies you are exchanging.
For currencies with exchange control (ie. those are not freely traded overseas, such as Taiwanese Dollar (TWD) and Korean Won (KRW)), it is better that you exchange it at their home country banks. If not, normally banks in HK will give a better rate than those roadside exchange store.
For major currencies (eg US Dollar, British Pounds, etc), if you have a small amount, normally those 外幣兌換店 will give you a better rate, especially when you are exchanging foreign dollar notes into HKD.
One thing to bear in mind when using a 外幣兌換店 is that the exchange rate for different 外幣兌換店 can vary quite significantly (eg 10% or more). For example a store specialised in exchanging RMB (Chinese Yuen) will give you a good for RMB but a very bad rate for Singapore Dollar (SGD) (the rate can be so bad that even HSBC is offering a better rate than it). So you will have to shop around for a good rate when using 外幣兌換店.
