CONSENT also means to agree to something suggested or decided by other people.

permit, consent, sanction分別?
Permit=noun;witten authority to go somewhere,do something,etc. It is a document with written approved to do something prior to any action taken and used as a pass.
Consent==noun;agreement, permission. It is a kind of spoken permission to let someone to do something.
Sanction==noun;1) right or permission given by authority to do something. 2) approval, encouragement( of behaviour, etc), by general custom or tradition. 3) penalty intended to maintain or restore respect for law or authority. 4)reason for obeying a rule, etc. It is a right or permission given to or restricted someone to do something.
