冇錯, 只要有運籌或更高級別既戶口, 就可以申請運籌信用卡, 低於運籌理財既戶口係唔可以申請的。

The answer is no.
HSBC Advance account is simply a prerequisite for the card.
Even the account holder will be pre-approved without additional document, the actual approval will still depends on credit rating. This has been explicitly stated in the application.
In other word, HSBC still can deny you due to other reasons.

申請信用卡無需有其他戶口，如拒絕申請亦不因你無戶口。
