Why can water form 2 hydrogen bond per molecules while many other compounds can form only 1 hydrogen bond per molecule (e.g. ethanol & HF)?

water (H2O) has two O- atoms in one molecule
therefore, both O- can form hydrogen bond with others molecule in the sol
