Read Oxford dictionary of phraseology.Inside you'll find the words and phrases which are arranged in saying or writing something.
Read phrasal verb(grammar) whether main verb or not is a verb combined with an adverb or a preposition, or sometimes both, to give a new meaning,eg:-go in for, win over, take wing, show off, look after, look into,
Reading into phrase as a noun (grammar) is a group of words without a finite verb, especially one that forms part of a sentence. "a black-and-white photo" , "on Monday morning" "three years ago" are phrases. Then the noun phrase is a group of words to have a particular meaning when used together eg:-She was, in her own favourite phrase," a damsel-girl with a past."
Reading into phrase as a verb is to say or write something in a particular way something (+adverb/ preposition) in a carefully phrases remark.eg:-I agree with what cy says, but I'd have phrased it differently in front of the school.eg:-Her order was phrased as a police-suggestion.eg:-The phrasing of the Oxon Book is explained into phrases !Some Amanda just copy the bk.
Hope that will help.
