English Gramma problem

When I was doing my news paper cutting exercise~ i am confused with the following sentence X_X


1) Those rule are made to be broken.

2) Remember never break the rules!

Q1) are made係passive voice la !!!???~~ gum to be broken 係咩?? passive again?? 可以有2 passive in one sentence???

Q2) sentence 2 係吾係rhetoric sentence ??? what is rhetoric sentence???
can we change the tense in a rhetoric sentence???

1) Those rules are made to be broken.
( grammar 錯 ~ rule 要 plural form)

這句子可以有兩個 passive, 但是 main verb 只有一個 "are made"

"to be broken" 不是 adjective phrase, 是 infinitive phrase, passive infinitive

broken 雖然可以做 adjective, 例如 broken home, broken promise, broken window .. etc
但在這裡做 past participle, forming a passive infinitive

整句子是 present simple tense, in passive voice, 不是 perfect tense
如果是 present perfect (passive), 要用 have been made, has been made

這句子意意是
It is good and acceptable to not obey a rule. ~ from Cambridge English Dictionary

Comment:
There are times when we should think for ourselves and not obey every rule blindly. No rule is meant to be followed all the time - there are exceptions to every rule. Use our intelligence to follow the rules.


2) "Remember never break the rules!" 不是 rhetoric sentence.

Rhetoric (noun) [修辭學]:
~ The art of using language so as to persuade or influence others; the body of rules to be observed by a speaker or writer in order to achieve effective or eloquent expression.

Rhetoric 有用 present/future, 多用 present tense
我例子好像與 grammar 無關, 只不過舉例說明 rhetorical sentence 係咩
抱歉我不明白你最後問題 ”can we change the tense in a rhetoric sentence”, 為什麼轉 tense?
