Basically, ethenyl ethanoate contains C=C. It can react with Br2 (Electrophile
addition reaction) easily. Br2 is decolorized, hence it has the same reaction in
KMnO4.
Ethyl ethanoate is a typical ester. Its structure has nucleophilic acyl substitute
mainly. In acidic medium or alkaline medum, it will start the reaction under suitable nucleophile. Thus Br2 do not have observable change.
