The employer did not misguide you.
However, in your case:.
1. Without a written contract, how can the employer that you have agreed such terms? I am not sure if you have agreed or not (as usually the first day, a new employee will have a lot to handle).
2. Did you receive your 1-day wage?
3. Is that "training" worth as much as they should? Also, how far did you complete the training?
The Labour Department is to protect employees, not employers. So your employer can only play this at a court.
My suggestion is to offer a portion as compensation. For example, if the training costs $2,000 and takes 60 days, I will offer $40 as compensation (for the cost of that day's compensation).
