Why aren't dentinal tubules laid at right angles to the thickness of dentin instead?

I have read that stresses parallel to the dentinal tubules are more likely to produce fractures than stresses perpendicular to the tubules do. However, occlusal stresses are often parallel to dentinal tubules. So why aren't dentinal tubules laid at 90 degrees to how they are now?

Because dentin forms by starting at the enamel junction and moving towards the pulp.
