Homo homini lupus est?

I've heard of plautus and his original work started along the lines of "lupus est homo homini, no homo, etc." And then i saw that it was shortened to this kinda. I was just curious if there are any latin majors out there that can shed light on a couple of things like:

Ive seen it used without the est?

Wouldnt a better shortening be homini homo lupus est?

"Est" means "is," and when used like a slogan, it is perfectly fine without the "est." But it is not a complete sentence, so is not good in context of the whole writing.
I think, the way Latin is constructed, it has more drama as "Homo homini lupus est"
The sudden change from 2 "man" words to the "wolf" word. It is almost like a predator's ambush.
