I would definitely make a "smash" cake for her! That's the best part and those pictures are always the ones that will be the most cherished!
We didn't do goodie bags for either of my son's first birthday but if you are wanting to, which is a really nice gesture, I would probably do something very simple. Depending on how many guest you have $5 gift cards (target, starbucks, walmart, etc...) are something well liked by adults/teenagers. You can easily spend more that $5 if you do bags with little treasures inside so this might save you money. For the children, I would stick to goodie bags. Keep it simple and head to the dollar store. A sheet of stickers, small car for the boys, nail polish for the girls, pencils, etc....)
Games are not necessary. We did do a 'Guess how many" game. Fill a nice container with whatever, be it candy or cookies etc.. and people have to guess how many are in the jar. Whoever comes close keeps the whole jar.
