有關tense的問題

時態都用得正確：用過去式是因為那是在描述昨天發生的事情，而用現在式是因為香港中央圖書館由康文署管理是一個事實。

文法也沒有甚麼錯，很通順。

唯一要說的是 Hong Kong Central Library 和 Leisure and Cultural Services Department 前都漏了 article：the

如果再想寫好一些，可考慮多用些其他句子結構的複句（現在全部都是很單一的句子），如 relative clause：
I visited the Hong Kong Central Library in Causeway Bay yesterday, which is managed by the Leisure and Cultural Services Department.

又或者 participles：
I visited the Hong Kong Central Library in Causeway Bay managed by the Leisure and Cultural Services Department yesterday.

I went to the Reference Section. (missing article the)

*No any amendments in the first sentence*

I visited Red Market in Macau last Tuesday. I arrived at the market at 3:30pm. The market is red in colour. It looks like a castle. There were many stalls.
