Where did the people stay during the flooding of High River in Calgary?

They said the zoo animals were taken to higher ground in prisons( not that different from zoo cages) and some friends who live on higher grounds took in people to stay with them. They said there was not even enough warning to bring pets and they were caught up in the floodwaters. It would seem that there could have been some sort of warning.
