Japan does not have a probate court system. Instead, Japan's civil law dictates who can inherit the estate.

Hong Kong's court has the jurisdiction over properties in Hong Kong.

It is the reason why HSBC does not allow such.

Therefore the surviving wife must follow the procedures set by Hong Kong's court:

Please note - all document must be in the translation of Chinese or English (Japanese is not allowed).

With the court order, the wife then can ask HSBC to close the account and collect the money.
