The question is related to urban planning.
Firstly, the CBD (Central Business District) where commercial activities are found should be located in the centre of the city. Hence, skyscrapers with offices are located there.
Residential areas should be located around the CBD. High-class residential areas should be closer to the CBD while low-class residential areas should be further away from the city centre.
Industrial areas such as industrial estates should be separated from the residential areas, mainly located in the suburbs, so as to avoid land use conflict.
Places for children and older people such as parks are known as recreational land use. Along with institutional land use such as schools and clinics, they should be located everywhere in the city, especially in places where people live in (near residential areas).
Moreover, green areas such as open areas should be included in the city so as to maintain a desirable environmental quality and adhere to the concept of sustainable development.
Last but not least, transportation in the city should not be neglected. In order to facilitate people to move from one place to another in a city, there should be different transport routes such as mass transit system or highways linking different parts of the city (e.g. from city centre to suburbs).
