what tense should i use?

So I need to describe a particular character, like his facial features and things like that, do I use past tense or present tense?
Also, when I talk about how he feels toward other characters, eg. He likes Kate.
Do I use present of past tense?
Another thing is that, if I talk about what he did in the story, again, what tense should I use?

If you are describing about how a character looks now (e.g. He has short hair), use simple present tense.
If you are describing about how a character looked in the past (e.g. She had long hair before the discipline mistress mercilessly cut it off), use past tense.

'He like Kate' is fine if 'he' is currently still in love with Kate.
'He liked Kate' will mean that 'he' used to like Kate, but is no longer in love with her.

Since you are talking about something which someone has already done in the past, you will need to use past tense. (e.g. He killed the man)
