至於in which to shop那一句, 首先你要理解which這個代名詞指的是it, 也是a much more pleasant environment (以下就簡單一點, 用the environment吧)。然後把這個倒裝回原來的模樣<<in the environment to shop>>, 變回<<to shop in the environment>>

in which to shop = 應該是街道小了車市民方便行街shopping
