As there is no visa is specially designed for that, the only way is to apply a travel visa (B1/B2) for the baby, and extend the status of the baby in the U.S. (via USCIS) until she is eligible for an immigrant visa quota.
USCIS, given the applicant is a baby, may make some exception to allow you to "abuse" the visa a little bit (as travel visa is not designed to stay beyond).
