To be honest, nothing legally (or at the least, nothing legally as the way the law is interpreted).

As there is no visa is specially designed for that, the only way is to apply a travel visa (B1/B2) for the baby, and extend the status of the baby in the U.S. (via USCIS) until she is eligible for an immigrant visa quota.

USCIS, given the applicant is a baby, may make some exception to allow you to "abuse" the visa a little bit (as travel visa is not designed to stay beyond).
