I see that you are writing from Canada and I'm unfamiliar with the way prescriptions are filled and acquired in your country. Here in the USA you need a physician to prescribe the barnstorm type of MDS your relative is on. However you say that they acquire the medication "from other sources" and I don't see how this is legally possible unless they are buying it off the street illegally? If this person is buying the drugs illegally, you could put a scare into them. Tell them that the police may question how they acquired the extra medications and that could lead to prosecution and jail time. Because these medications are regulated in the states and I assume they are in Canada, too. And above all, I would let this person's physician know about this. It would be appropriate to call his office and talk to his nurse and ask her to have him call you. He is the prescribing physician and he may want this relative to come to his office for a blood test that could reveal the amount of medications in her or his system and he could confront the patient. I wish you and your relative all the best. Sometimes when we see abuse of these medications and pain medications it is a passive act of suicide.
