為什麼韓國即使是謀殺案也有追溯期？還要只有15年？

有很多韓國電影的題材是講述一些嚴重罪行的案件，於很久之後過了法律上的有效追溯期之後才真相大白.......(令人看得咬牙切齒)

想請問這個追溯期的詳情？年期？為什麼會有這項法律？

1. Basically, statute of limitation means a case (unless meeting some exceptions) can't be brought to justice after certain years, even the person involved confesses.

Statute of limitation is very common in the world, including Hong Kong.

2. Currently, cases involved in death has a statute of limitation for 25 years in South Korea.

However, if the cases involves in national security or war (like aiding North Korea), the crimes committed will not be subject to the statute of limitation.

3. The establishment of the statute of limitation is to ensure people receive a fair trial without delay.

For instance, if you are charged with crossing a red light 10 years ago, is that fair?
