雖然《中華人民共和國國籍法》第三條列明，中國政府不承認雙重國籍身分；但香港在這方面是以全國人民代表大會常務委員會（人大常委）的「解釋」為準。這些解釋說明國籍法會怎樣在香港引用；按照人大常委解釋(1996年5月15日第八屆全國人民代表大會常務委員會第十九次會議通過），”香港的中國公民即使已獲得外國公民身分，但基於歷史原因，仍可能會被視為中國公民”。

The logic behind is simple.
Due to colonial influence, majority of Hong Kong residents are in fact British nationals. In accordance to the Nationality Law of the People's Republic of China (PRC), no Chinese citizen is allowed to hold nationality other than PRC.
In that case, PRC was basically forcing Hong Kong residents to choose which side they want to be. And without doubt, at that moment, British would be the obvious choice.
In avoiding this mess, People's National Congress of PRC provided this interpretation in maintaining the integrity of the PRC.
(In the case of Macau, simply substitute "Macau" with "Hong Kong" and "British" with "Portuguese".)
