Is the word "ameliorate" interchangeable with "improve"?

Can I say,
I want to "ameliorate" my English.
I want to "ameliorate" my basketball skills.
I can see that hee is ameliorating.

No, for a couple of reasons.

Ameliorate is transitive only. Improve can be transitive or intransitive. Thus you can't say "he is ameliorating."

Improve is frequently used in daily language. Ameliorate is rarely used.

Yes, the word ameliorate is interchangeable with improve. All the examples you gave made sense.
