does breast cancer come back?

a close family member was diagnosed with breast cancer 2 years in her early 30s and she had a mastectomy,chemo and radiotherapy and was finally getting her life back together although is still having regular anti cancer treatment.she asked for her "good breast" to be removed as a precaution too but was refused but 2 days ago she felt a lump in her good breast and went straight to the doctor who also felt it and she has now been booked in for a emergency mammogram,what are the chances that this is cancer again? or could it just be a harmless cyst or gland?
we live in the UK so treatment plans could differ from other countries

Yes. It can recur. If it IS a recurrence, it is probably a metastatic process (spread, via lymph nodes, to the other breast). Other organs will probably be affected as well. Chemo and radiation does it's job, but if one cancer cell goes rogue, it just travels until it has an organ to live, grow. Liver? Bone? Pancreas? Kidney?

And it could also be a harmless cyst. She also needs an ultrasound, but I know with your healthcare system there are many more hoops to jump through to get the care that is standard in other countries (Obamacare advocates, are you reading this?)

The ultrasound can definitively and SIMPLY, without radiation, find the lump as cystic (normal/benign, in a young breast) or solid (more a concern for cancer).

I asked my surgeon if a cancer in one side would increase the chances of one in the other breast and he said no. However I understand that it can progress differently for younger women.

Yes breast cancer can recur, however if this is in her other breast then there is a good chance it isn't cancer or if it is it is a new cancer. While this would be extremely upsetting just as she is getting her life back together it is still better than a recurrence of the original cancer as a recurrence would make it stage IV.

Yes...it most certainly can. Hopefully she does Not have cancer again, and it is just a cyst...but yes, it is very possible, unfortunately.
