What is that movie that has a kid stealing something, so that the maid pulls his pants down and spanks him?

I think the movie actually STARTS OFF with that scene. I forgot the title of the scene though. When the maid can't see his facial expression, the little boy smiles indicating that he got caught stealing it on purpose cuz he likes it when the maid pulls his pants down and smiles.

Does anyone know the title of this movie?
