There isn't one that's good for cake. Toaster ovens are too small and the elements too close to the pan which means that baked goods tend to burn. It's probably the same for meatloaf.

Toaster ovens burn out easily. For meatloaf I suggest you buy a deep electric skillet with a lid. Or a Crock Pot (be sure to get a meatloaf recipe for Crock Pots).
Both can be used with beef or pork roasts too.

If you do not have an oven for baking cakes, I would suggest picking up cakes at the bakery section at your grocery store. You can even ask them to bake cakes for you. I picked up frozen cakes and they were delicious. Follow directions on the containers.

I have had three toaster ovens over the years and after baking just a few items the things burned out.
I cooked pies and cookies mostly. They do great with toast; sugar toast; warming foods. But when it comes to oven type of cooking, they do not last long. I had paid $79 for the last one.
