I'm way up north of you in British Columbia and the hummers arrived here almost 3 weeks ago. You could put yours out right now. Scroll down here for Arkansas:

They arrive here as soon as any of the pink or red native flowers start blooming, and hummers also like yellow flowers though we have very few native flowers here that are yellow. If you have any flowers like that in your area, keep an eye on them to see when they start blooming and when they do the birds won't be far behind.
The usual proportion of water to sugar for hummer food is 4 to 1, but in early spring when it's still cool you can make it 3 to 1 so the birds get a little more nourishment when they most need it.
