The answer is 1:0.004

1 cm = 10mm i.e.
3 cm = 30mm
So the scale of the figure
= 30 : 0.12
= (30/30) : (0.12/30)
= 1 : 0.0004

Method 2 :
30 : 0.12 = 1 : n
3000 / 12 = 1 / n
250 = 1 / n
n = 1 / 250
n = 0.004
So the answer is 1 : 0.004
