Grow up vs grows up, English question.?

I know I'm not doing a good job asking this but I want to know if it is correct to say he grows up/she grows up. And why is it that anything after the word 'never' count as plural form? Like never grow up, instead of never grows up?

He grows up.
and
He never grows up is correct.
You might be confusing it with something else.

Never grow up is the imperative form, talking to the implied "you".
