The answer is still yes, even the Basic Law fails to say so.
The reason is Basic Law is a de facto Constitution Law, which is foundation of all Hong Kong laws. If a person is not covered by the foundation law, that person is not covered by any other laws.
Take Article 35 as an example - Even not for illegal immigrant, but tourists, based on Article 35, is it meant that a tourist is not allowed to consult a lawyer when arrested by the police?
