The most authoritative comment on the health effect from exposure to extremely low frequency electric and magnetic fields produced from high tnesion power cables comes from the World Health Organization (WHO). In a fact sheet published by WHO in June 2007, WHO says that there are no substantive health effects associated with exposure to low level electric fields produced by power lines.
Regarding exposure to low level magnetic fields from power lines, WHO quoted the finding from IARC (the International Agency for Research on Cancer), classifying such magnetic fields as "possibly carcinogenic to humans", which is in the same class as "coffee".
It is believed that the magnetic field induces electric fields and currents in the human body which may alter some of the biophysical and biochemcial mechanisms in the human body, thus causing biological effects.
