Is there an emulator that can play 3DS games?

not currently, no 3ds emulators (aka "3ds flashcart") yet have the ability to let you play the 3DS games as 3ds has not been hacked. but you can play DS games on your 3DS using the emulators (i think that's what u want). and the r4i gold card for 3ds is the most recommended flashcart now, http://www.thegamerdepot.com/buy-wood-r4i-gold-3ds-card-for-3ds-xl3dsdsids-p-150.html the US based flashcart resellers, that's where i bought mine.

Everything related to your question is wrong.

3DS emulators are non existent, and we are still quite FAR from one being available with good enough compatibility to actually play games. It will probably be 5+ years before you can play the game you want to on your computer.

well i doubt they would be anyway, but if they could somehow manage doing something with stereoscopic 3D integration, that would be neat.

you clearly have no understanding of emulation at all... When you are emulating a game console, you are emulating THE ENTIRE CONSOLE, not just the cpu or gpu. So you need a very good cpu to completely emulate the entire 3ds console, and still be able to run your background processes aswell.

Don't use ROMS! They are illegal and steals money from other companies.
