are warned雖然都是被動式，文法上不算錯，但表達意思或語氣是「現在你被警告」但由於全句是你的建議，所以寫得咁死硬使人覺得猶如是已成事實或必定如此。

I suggest that tourists are to be warned of this practices...的縮寫版。
寫法是所謂較為客觀地表達be warned，連主動詞are都隱藏了。
希望從這種句法遣詞和表達組織來理解。
