After I have turned on the PC window 7, I could only saw the "Welcome"
icon revoling all the time & could not go into the desktop page.
Please advise what is the problem & how to cure it by steps.

Is your computer using normally before ? Or new install WIN 7 ?Check the ram and see it's in good condition.
Scan your hard disk and see it's have bad sector or not.
Check your CPU temperature see the heat sink is full of dusk or not.
At last check the transformer and see it's enough power for your computer.
