Let the value of the gold be $y.
a) The final value of that gold
= y * (1 + 10%) * (1 + 10%) * (1 - 10%) * (1 - 10%)
= y * 1.1 * 1.1 * 0.9 * 0.9
= y * 0.9801
= 0.9801y
So, the actual change of the gold is decreased by 1.99%.
b) The percentage change
= (0.9801y - y) / y * 100%
= -1.99%
