No. You cannot suck out water from the bottle.
In normal circumstance, when you suck water (or any liquid) using a straw, you are actually sucking out the air inside the straw. As a result, the air pressure above the water pushes the water to go into the straw and then into your mouth.
In the presence of the wax to make the mouth of the bottle air-tight. When you suck out the air inside the straw, the air above the water in the bottle tends to force the water into the straw. But once the water enters the straw, the air pressure inside the bottle reduces (because the bottle is made air-tight). The water in the straw will then return into the bottle. You could never suck the water out.
