Getting an UK driving license with Portuguese passport?

Hi guys, i'm an international overseas 17 student with a Portuguese passport i'm currently taking year 12 in Suffolk. My dad encourages me to get a driving license, so i did some research before asking.
I've been staying in England for 538 days already, think ill probably finish my uni in uk as well. so a car would be needed in future anyway
So i went on this website

it said i have to be a UK resident to get an UK driving license if i'm a Portuguese?
and here's my questions
Will i still be able to get a driving license although i'm holding a Portuguese passport?
What car would be the best first car for a 17 year old teenager?

Does not matter about the passport - its residency that counts. If you are living here and have a UK address then thats enough. As for a first car, something small which won't cost too much (!) to insure. All the usual suspects, Fiesta, Corsa, Polo etc etc. Get the licence first and do some driving lessons

What car would be the best first car for a 17 year old teenager? Not over 1.2 litres, 5 to 10 years old, not modified and not a sport or higher specification model

A 17 year old will pay around £4000 a year insurance for a small basic 1 litre hatchback in the UK so you need to start saving
