I would say that culture influences body image less than circumstances.
It seems that their is a inverse relationship between abundance and preference for body fat.
If there is alot of food that is easily and readily acquired, the society is more likely to view slim as pretty.
If there is little food or it is hard to acquire the society is more likely to view chubby as pretty.
Also, if the economy is good and growing slim is more attractive
If the ecomomy is bad and shrinking chubby is more attractive.
Now the United States has had easy access to food and generally growing economy for the last 200 years, this has lead to skinny being the beauty ideal.
the exact opposite has been the case in the interior of Africa where it is well known that chubbyness is seen as attractive.
