Do not confuse suggest and advise.

If you suggest something, you mention it as a plan, possibility or idea for someone to think about and consider it.
My 10-year-old daughter suggests that we go to visit England this summer.

If you advise someone to do something, you tell them what you think they should do.
Advice is an opinion, usually on what to do about a problem. (~ may be given by anyone or professional/expert). It may have a meaning of “counseling”( 勸告, 忠告) Think of the noun ~ adviser.
Many doctors advise people to give up smoking.

Sometimes these two words may be used interchangeably, but not always.
