Be不會被單用,除非跟Modals (should/might/must/can/could/ought to etc.)

I think that the policy has been carried out. 我認為該政策已被實行。
I think that the policy can be carried out. 我認為該政策可以被實行。
I think that the policy ought to/should/have to be carried out. 我認為該政策應被實行。 (視乎程度用哪個modal)
I think that the policy might be carried out. 我認為該政策可能被實行。
I think that the policy must be carried out. 我認為該政策一定要被實行。

有問題。在 be 前應加上 will, can .... . 如果 Policy 已經提過, 可以轉 the 為 above或 the policy mentioned. 如果未提，形容 policy, 如 policy on ...

可改為: I think so , the policy is carried out....................
