If you deceive (欺騙,矇蔽) someone, you make them believe something that is not true, usually in order to get some advantage for yourself.

Some parents try to deceive school officials and enroll their children in other districts.

When you cheat (作弊, 欺騙) (intransitive verb), you do not obey a set of rules which you should be obeying, for example in a game or exam.
To cheat (transitive verb) someone = to treat someone dishonestly

He had cheated in the examination by using a special calculator.

The store cheated the customers through false advertisement.

He’s cheating on his wife. = 他對太太不忠

If you defrauds (詐取, 詐騙) someone, you take something away from that person or stop someone from getting what belongs to them by means of tricks and lies. (usually to get money from a person or organization in a dishonest way)

He was accused of defrauding the company of $1,000,000.
