The sun had gone down when we reached the hill.

兩個過去動作, 在前者用過去完成式, 在後者用過去式.

如果非要標出時間的話, 應只說到達時刻即可:
The sun had gone down when we reached the hill at 6:30 p.m.
因為過去完成式不可與確定時刻連用.
